The download should have (at least) an "Optional" selection for the particular download.
I know - there must've been a lot of time, effort and money for the patch, but having to enforce its download to players/customers, even if they're do not speak ANY of the languages within the pack seems forceful, and dare I say, wrong. I need to spend an over-night DLing a patch that is (absolutely, not pretty much) useless to me.
If it were a "Contents Pack", I would maybe see a reason for not being able to play the game without the download and installation thereof (provide its SP content, not multiplayer). Non-downloaded MP content shouldn't hinder your SP gameplay, unless uncluded within the patch are UI or gameplay fixes/tweaks/add-ons.
Another element is present here as well. I haven't used 'Steam' in months, but last I remember; 'Steam' would sometimes start downloading random content or updates in spite of being set to "Disable auto-update". That is something that irritated me about 'Steam'.
