    WHen signed in with the account that has the subscription you can download the game. When its complete you right click on the game and choose backup.

    It will create an encrypted file with the game and this can be copied across to your PC. On your PC you simply run steambackup.exe and choose restore on that pc.

    So I don't need to download anything besides patches then?

    A "yay" this is the latest version and better than the original Cities XL, seems to have a Metacritic score of 70, so it seems like a good deal. New game at 75% off, I bought it.
