But that's the thing. I have only managed to kill a single ship, and that one interdicted me and was fortunately quite weak. When I go to LOW conflict zones, enemies all Master and Expert. But more frustratingly, even if I select a "kill mission" of lowest mission rank, the enemies I encounter are all Master and Expert, so can't kill them.

I would ditch the fuel tank for a smaller one, but I'm really worried about hitting a patch of dead stars several Ly out. It's happened before and apparently FuelRats don't operate that far out of the bubble.
I'm not sure. I don't think I've ever done combat missions, tbh. If I were you I'd do some bounty hunting in Nav beacons and HiRes sites. Just wait for the police to engage targets and then open fire. You should easily be able to take on anything up to Cobras in a Viper MKIII if you know what you're doing. A Cobra MKIII usually averages about 50k bounty per pop, sometimes lower depending on the rank. If you're feeling ballsy you can take a few shots at bigger ships like Clippers, Pythons and Anacondas and then fly a few km away and wait for the feds to finish them off. Provided you got enough shots in it will still give you the bounty. Those ships are rarely under 100k and I've had some go as high as 350k.
And then once you've got enough you can upgrade to a Vulture and then the money just starts pouring in. I think the Vulture might even be better than the Imperial Clipper I upgraded to.
