Of course they can achieve 60 fps but would have to sacrifice in other areas just an example is smash brothers on the wii u is 60 fps but sacrifices need to be made to achieve that it all comes down to the developer's target frame rate and what they want to achieve technically.I think the major issues facing developers is the cost of games development and therefore they are targeting consoles as that is where the money is.Pc development is tricky considering not everyone has the latest GPU on one side you have Joker with a monster pc and people like me who's pc struggles to run WatchDogs at 900p at 30fps and there lies the problem.Consoles will always be weaker than pc's you just have to look at how much power pc"s can use compared to consoles i mean there are pc"s with the power draw of a fridge.If fps is a big deal by a Wii u most of its games run at 60 fps locked.
