I think if it's giving you that, then it's probably trying to boot into the Windows that didn't install properly instead of booting from your CD. Try change the boot sequence in the BIOS by pressing (usually) Delete just after the POST test beep. There should be a message right at the beginning that says something like press Del to enter setup. Then look for something like boot priority and make sure the CD/DVD drive is before the HDD. Then save and exit, and it'll reboot. It will probably prompt you to press something to boot from the CD, so look out for that, then you should get into the Windows installer, and you can reformat and reinstall from there.
