If you restarted without the CD in, then it's definitely trying to boot into your broken Windows. Leave the CD in the CD/DVD drive, press Ctrl-Alt-Del to reboot and see if you can boot into the installer on the unscratched CD. If it doesn't even give you the option to boot from CD, then you need to change the boot priority in the BIOS as per my previous post because it sees Windows on the drive and tries to boot into that first and doesn't even bother with the CD, you need to make it check if there's a bootable CD in the drive before it checks the hard drive.
