You still haven't said if you can ping the IP.
From the command prompt, simply type
ping 10.0.0.2
If you don't get a response, installing another browser won't make a lick of difference (unless of course ping responses are disabled on the router, in which case you'd have to install telnet and connect to port 80 to test, but that's a whole 'nother kettle of fish)
