I find that weird.... Serbia is listed as 70th, but I don't see how it can be. Just did a spot check for the cheapest ADSL (2MB) which costs 1090RSD on a 24month contract (which is approximately R120). This is usually taken by poorer people in rural areas with no cable TV coverage.
The cable operators on the other hand have a different rate. 25MB/6MB/2MB (2 Year Constract/Monthly Sub with no contract/Prepaid) for around R174. What criteria was used in this report?
I checked MWEBs prices and they sell an "uncapped" 2MB line for R199, 20GB capped for R145 and both of those are more expensive than the worst internet in Serbia. Also bare in mind that fair usage policies in Serbia are a heck of a lot less stringent than they are here.
