Eish guy's, I don't know who to be more embarrassed off. That headline is so blatantly sensationalist it's not even funny.
It is nothing but hot air being blown out by retard politicians. From a constitutional point of view this is fundamentally against basic rights of free movement that it'll be a miracle if anyone, even Zuma's corrupt goons, in a *cough*democratic*cough* government manages to pull that off.
Contrary to what the media wants us to believe, we are not a dictatorship yet. Lets say we were, the amount of fighting this would cause against the government, and the amount of force they would need to use to pull it off, would simply not be worth it. Honestly, there is no point to be bothered by this because it will never happen. It's sensationalist news for a time when sensationalist news gets all the views, and level headed representation doesn't.
Rather worry about the bills and amendments Gov. wants to put forward, as outlined in the SONA. Because that stuff can easily happen.
