Xbox Live's service status page is now reporting that core services are up and running. However, purchasing new content, or downloading content you've already purchased is still limited.

Many Xbox Live users are experiencing issues joining games, downloading purchased content, and signing in to their profiles.

Xbox Support reports this issue is currently only affecting Xbox 360 consoles. No service reports have been issued for the Xbox One.
