No and no. The only way to get the game on Steam is to buy it on Steam.
Developed, yes, but Take2 owns both Rockstar and Turtlerock.

Blegh. Oh well, can always add it as non-steam game. Mostly just want it there so friends can see when we're on. Never used Rockstar Social club, but hopefully that works well.

The only reason to have it on Steam would be for achievements.
Edit: Hopefully TotalBiscuit gets a code to do a Port Report soon. Not that it actually matters to me since I can only get it next month.

Correction, Take2 owns both Rockstar and 2K Games (the publisher of Evolve). They are still separate entities though and each of them own several different studios, so you can really generalize like that.
