This is true, but it works equally well just to copy the files directly into the Steamapps/common folder before you begin the install. Then start the install and Steam detects the existing files pretty well. Sometimes it's short an update or two but I have very rarely experienced problems with this method.
Ok so in my steam apps I have appmanifest 282222 (not actual number)
then in downloading folder I have a folder named 282222 and below that three files state 282222
Should I delete the gig ive already downloaded off steam and then delete anything related to 282222. And instead copy to common folder and then reinstall from that? What would I name file?
Or must is there another way?
It has to be the exact folder name otherwise Steam won't detect it. I found a thread on the Steam forums with the same question and it seems from there that the folder structure is Steamapps/common/MGS_TPP (so the folder should be named MGS_TPP).
Maybe someone who has the game already can just confirm for us?

I did what has been said by you Graal and Staggerlee. Deleted existing mgsv download. Copied the Torrent to common folder with the name MGS_TPP. Then I installed it as per usual (it then says it is checking for existing files) when it got to the end it looked like it was gonna start from zero.
It suddenly shot up to 19gigs, so I only have just over a gig to download which is a million times better than before. So thank you.
