Consoles are getting smaller, better, cheaper and easier. Very sad though, as I do not want to see the Master Race dying out any time soon!
when they say pc sales are down are they only referring to pre built oem system or component sales also cause most pc gamers i know have their own pc's built or build it themselves
I doubt this has anything to do with consoles, or gaming in general. Your average PC user that used their PC for browsing and email have moved on to tablets and smart phones and have very little need for a new PC every year.
Your average PC gamer most likely doesn't buy pre-built PC's at all, so they wouldn't be counted among those numbers anyway.
I think it might have some kind of impact. But I think you are correct, tablets and more mobile gadgets might be the bigger cause. I know of a few gamers personally though, who have switched from PC to consoles. The rate that new parts and games that demand more come out is just ridiculous. You buy a console, no need to fiddle with it, and you can play games for years made for that platform.
Gaming wise I don't know anyone personally anymore that buys a pre-built PC from a retailer, if your into PC gaming everyone buys their parts separately.
Would probably be better to look at PC part sales per year than whole pre-assembled machines.

Now in my own case, i bought a new PC this year, but my previous one is still going strong and i had it for 7 years already. I don't think most people feel the need to buy/upgrade their PC as often anymore. I think maybe VR/Oculus or some other invention that requires a PC upgrade might drive PC Sales again, but other than that, very little reason for people to buy a PC if they already have one. Especially now with the mobile/retro gaming that is ending up on PC , you don't need a crazy PC for those types of gamesSales of desktop graphics cards hit 10-year low in Q2 2015
I think since most games are made for both (PC and Console), the min requirements for most games will be that they can run on hardware that is similar to the consoles. So I don't think you are required to upgrade your PC as often. Obviously if you want to run the latest games on Ultra, you may need to upgrade more often. But if you are happy that the game runs fine, on lower settings, you can most likely get away with only upgrading your graphics card every few years.
