Well woolies has decent suits, no clue what they cost though. Markhams also has(we were looking at getting the fiance a suit for our wedding form there)
as you are in Jhb there are quite a few suite wholesalers in the sandton/wynberg area and they actually tailor the suits for you. i will go look for the name for the one place we went to. they have specials like buy one get one free etc. they are called the Designer Warehouse.

Agree with [MENTION=395]Wenzdayz[/MENTION] on the Woollies front. Got two suits from them over 3 years ago at decent prices - sub R1500 then - that are still in perfect shape. Granted I dont wear a suit everyday, but certainly got a fair bit of use of them.
What I liked about buying from them was that they price and rack jackets and trousers separately, so I could find the trousers and jacket that fit me well off the rack.

Not a massive fan of WW suits to be honest. Bought one last time I was in SA - its OK but the fabric and fit is clearly inferior to my other suits. So I'd suggest try all the other options first.

They should have a suit within the budget, but could be close. Last one I think I paid 2.4k.
Would suggest you go for plain black - and consider asking them to add a second set of trousers (needs to match - hence black). The trousers tend to wash out faster, so 1:2 is a good ratio.
There I would indeed do WW...works out well price wise compared to other places. Make sure you beg/borrow/steal someone's WW card as they are usually on special. Ties from WW too.
Do watch out though - the WW shirts don't have holes for cufflinks...and their sizing is a little dodgy. Depending on what shirt range/design it is the size you need differs. I bought like half a dozen last time all the same size and only half fit. FFS
