Considering the success of MW2, I have no doubt that MW3 will be released. Whether it will be revolutionary is a much more interesting question, especially with the loss of about 21 key staff at Infinity Ward. Personally, I think that the COD franchise will never truly recover from the loss of the key individuals that created the game. I hope I'm wrong though.
Not what I read actually:

fight! fight! fight! nah just kidding
I found this on the Steam forums: http://j.imagehost.org/0261/Call_of_Duty_Franchise.jpg
If they release MW3, it would probably follow that trend.
Infinity Ward is dead folks. I'm not sure about 21, but I know of at least 18 key people, including pretty much all their leads quitting. In any serious dev company, losing a single lead can cause things to get shaky, especially while people adapt to working with them. Losing ALL of them? There's just no recovering from it. No doubt Activision will fill up the ranks again and crack the whip until MW3 is out, but its passionate people that make up the heart and soul of a successful dev studio, not the money and not the whip.
seeing they lost so much people sorry key people I doubt MW3 will be as good as MW2.
