Forza is broken into two different focused racing games; Forza Motorsport and Forza Horizon.
Forza Motorsport is focused on creating a driving simulation experience, with realistic car handling and grip mechanics across real world closed circuits. The game focuses on circuit racing as it's core. This is why the tone is more serious than normal driving games
Forza Horizon is more of a fun loving game, where the focus is on exploration and pure driving pleasure. The game does not have set real world circuits, but rather a large open world map, where you can drive on different surfaces. The game is much more laid back, and it shows even in it's mechanics. The game lends a lot of driving mechanics from Forza Motorsport, but it is not as serious or an accurate simulation like FM is. The game is therefore considered to be more arcadey. There is however still the distinct Forza feel.
Forza 7 will, when it is released, focus on tightening the real world racing aspect of the game, becoming more and more an accurate simulation, and Horizon 3 is more for dicking around.
In short, Forza Motorsport = Michael Schumacher. Forza Horizon = Jeremy Clarkson
