Do most/all UHD TV's upscale images or videos from a 1080p or otherwise source?

Saw some 1080p content playing on a friends TV and the fidelity looked amazing!

I got me a 4K 60" and then i made mistake of hooking it up to my pc and playing PC2 and BF1 and then my Fiance forced me to give the TV back or no more sweets for the month . But now my question is i have a smart 4k TV how do i get a wireless kb and mouse to work on it because the kb works on some applications but not all and i can't seem to find a firmware update for the tv.
