Well, as stated, [obviously] no games are going to be released this year with Dx11 support, and undoubtedly lots of Dx11 games in 2010...
So, there is no reason to wait for a card with Dx11 support, if you want to upgrade your graphics card now... your new generation ATI / Nvidia will keep you happy for a long time to come.
(I still have my old Nvidia GeForce 8800GTS 320MB, and I am still very very happy with it. (yes the first ones ))
