As for brightness issues, on some maps like Atacama Desert the sand/dust clouds are plain irritating. I can't see my guns' barrel in front of me, but snipers clear across the map can headshot me like it's xmas. Or the snow clouds on others.
As for the drop in framerates, are you running DX9, 10 or 11? Guessing here, but that might be an influence.
