Well the fluff is arranged by year, naval fluff is just small threads that fall from your shirt into your naval and so the colour is then determined by the type of shirts you wear and their colour. He might have been wearing a specific type or colour shirt in that time period displayed on the jars.
I read somewhere that Naval fluff actually comes from your underwear.
