Limelight Networks run the CDN for Microsoft [and Netflix], a local Point Of Presence (POP) is been managed by Business Conextion who said it would be ready by October this year.

Does this mean that we can use local bandwidth to download content?

As far as I'm aware you will need an international connection to login to Live (basically the same issue we have with Steam) with some clever routing and a firewall it may be possible but too much effort.

This is a direct quote from a microsoft PR Rep -

To answer your questions, Indie games are not available at launch in South Africa. Xbox is working on bringing these to more countries. With regards to the other games they are busy being populated to the local LIVE service, each game needs to be moved over individually so keep checking they will all be there soon.

Can we not resort to the same trick that South African Playstation 3 owners have been using to download content?

No, because unlike the PSN, you need to be signed in to LIVE in order to continue a download. With the PSN you don't have to be signed in to continue downloading.

I am trying to migrate an account, but do not know how to do it.
The link on the page here, which is supposed to explain how it is done, doesn't work.

    Help please?

    /Edit

    I found this guide:
    1. Sign in to Xbox LIVE and go to My Account page
    2. Click on Account Region
    3. Select your country
    4. Follow the steps outlined. Remember to re-download your content to a USB flash drive or your hard drive before continuing
    5. Read and accept the Terms of Use
    6. Your account will now be migrated to the LIVE offering in your chosen country
    7. Select membership level: Silver or Gold
    8. For Gold membership you will required to enter your billing information
    9. You are now a member of the official LIVE in South Africa. Congratulations!
My problem is that I cannot find a "My Account" page on my Xbox
