I think if it's giving you that, then it's probably trying to boot into the Windows that didn't install properly instead of booting from your CD. Try change the boot sequence in the BIOS by pressing (usually) Delete just after the POST test beep. There should be a message right at the beginning that says something like press Del to enter setup. Then look for something like boot priority and make sure the CD/DVD drive is before the HDD. Then save and exit, and it'll reboot. It will probably prompt you to press something to boot from the CD, so look out for that, then you should get into the Windows installer, and you can reformat and reinstall from there.

it was installing the first time, the cd is scratched, i think thats why it couldnt finish installing the operating system. now after I restarted the pc to put another cd it gave me that message BOOTMGR is missing

If you restarted without the CD in, then it's definitely trying to boot into your broken Windows. Leave the CD in the CD/DVD drive, press Ctrl-Alt-Del to reboot and see if you can boot into the installer on the unscratched CD. If it doesn't even give you the option to boot from CD, then you need to change the boot priority in the BIOS as per my previous post because it sees Windows on the drive and tries to boot into that first and doesn't even bother with the CD, you need to make it check if there's a bootable CD in the drive before it checks the hard drive.

just did that, its still giving me the same message. the stress is killing me.

You need to force your pc to boot from the disk. Normally during bootup this can be done by pressing either f8 OR f10 OR f12

on the boot mode, its currently on {legacy + uefi} its the one thats giving me the BOOTmgr error, should I just select UEFI which is the second option.

i got that message when I tried to boot from the uefi not "legacy + uefi} but i didnt know what to press exactly, as i was typing random letters it would give me a different message. what does any key imply? do i literally type äny key or a random letter?

Im now getting. PRESS esc in 5 seconds to skip startup.nsh, anyother key to continue.
I dont understand what this means.

Nothing seems to be working, Im completely useless when it comes to these things. Can someone helping me through skype please and walk me through what I should be doing. Ii am willing to pay for your time. Please guys Im desparate and hopeless.

Just a small note, with these new motherboards you press something like F11 at startup to bring up the boot menu, and it'll give you an option to boot from the DVD

One will show DVD-Rom
The other will show UEFI DVD-Rom

Just a small note though, UEFI uses a completely different file system (GPT)
Which requires a clean format and deletion of existing partitions if in the harddrive is in the old format and vice versa.

UEFI however is very fast, but you will need windows 8.1 to take full advantage of it.
