Eastern Cape DA councillor Stanford Slabbert is guilty of arrogance towards black people, the African National Congress said on Tuesday.

"The Democratic Alliance continues to treat black people like second-class citizens as demonstrated time and again in Cape Town and in Midvaal," spokesman Jackson Mthembu said in a statement.
