The whole system is not implemented correctly
A) - I can RICA as many simcards to my name as I want - This allows users like me to be able to RICA a load of simcards for modems etc to my individual name
B) - There is no accessible database that service providers can use to RICA your additional simcards, ie, if I am already on the system I cannot simply go into a Vodashop and give them my name or ID Number, I have to carry around a box full of paperwork and an ID book to have this done, why no centralization you ask ? Simple, because this is once again an excercise in futility, sounded like a good idea before implementation but what practical uses does it have
If there is no way in real time that people can access the database, there is no way in which anything positive can be done with this DB aside from profiling a massive databse of users for telemarketing
Seriously, the only practical use ever listed for this was to assist in crime prevention, now think about that for a second
How are crimes going to be prevented by Vodacom submitting all of their millions of users to the RICA act?
Will they know that I phoned in that bomb threat because the simcard is registered to my name?
Thats BS, and is totally inadmissable in court, it does not serve as proof, unless they locked down the system preventing transfers of simcards to other individuals, which they haven't
Bottom line is, some idiot decided that this was a good idea, in all likelyhood while bored or with nothing to do at work one month.
The system is not well thought out and is poorly implemented
In fact with other operators now advertising PRE RICA'ed Sims, htf are we expected to take this seriously, how can you pre register a sim, easy, do it to someone elses name and then sell it off, which is essentially what has been happening for the past two years
As an example, the garage down the road from where I live have been selling the pre regged cards for ages, the garage owner RICA's them and then sells them, so how does that influence crime prevention then ?
If I did not need my Cell number for work I would have told them to go screw themselves tbh, go ahead cut off the very people that make your bottom line at the end of every financial year look better, switch off the users who are on contract, who have already provided you with both ID's and proof of residence to obtain that contract and who pay premium rates for sub standard service
I will have 17 3G Simcards and two Contract Simcards RICA'd to my name, but I have access to almost double that on both items from sims RICA'd on other names and sold to me
