Next Call of Duty will "raise the bar even higher"

Apparently they're expecting less revenue for the next CoD title.

Black Ops 2 helped push Activision to record revenues in 2012 — it was the year's best-selling game in dollars throughout the U.S. and Europe, and brought in $1 billion of revenue within 15 days of its launch in November. According to Activision CEO Bobby Kotick, 2012 was "the best year in [Activision's] history," and the company expects a drop in revenue from 2012 to 2013 due to "a challenged global economy" and "the ongoing console transition."

That was from their financial earnings. They said that because of Diablo 3 doing so well, coupled with the declining current-gen console market, they might not be able to match the revenue in the next financial year. Still, the CoD force is strong and maybe that will prove to be another sales hit for them.

If they want to raise the bar they should step away from it being linear and start moving into ArmA territory.

Highly debatable. Call of Duty players want a "quick fix" with their games. They want the fast paced action.

Call of Duty has a set formula that they will never deviate from due to the risk of alienating their current player base. Due to this there will always be a limitation to the Call of Duty franchise to innovate and try extreme things.

It would be much better for them to give the series a rest and try some new IP but the shareholders want their cash.

Black ops 2 tried something new with the campaign I think Treyarch want to move the game into a less linear approach and Activision want's it to STAY linear

You can say much the same of EA's military FPSes, to be honest. Nothing really innovating in ages there either. I was hoping the failure of MoH Warfighter would make them rethink their strategy, but it seems BF4 is going to be yet another modern-day military FPS.

If someone were to make Star Wars Battlefront 3 I think it would be pretty big competition for Battlefield 4, simply because BF4 doesn't seem like it's going to do anything we haven't seen already.
