To help [MENTION=2530]Wyvern[/MENTION] out with the Secret Santa arrangements I've made some changes to the PM system's settings.

Please let me know if anything broke for you in this change.

Yeah just the rate limiting on how frequently you can send PMs, but to counteract the changing of the global setting I made some changes per usergroup to ensure we don't leave a loophole for spam.

I appreciate the effort, ironically just after the request they slowed down on the secret santa questions
