That's actually Cloud Computing OTOY or something. They had Crysis and GTA4 on the Samsung Omnia, LINK
And that person is clearly using Wi-fi to directly connect to their Cloud Compute network, imagine the Latency through the Net:eek:

Yeah, but that is were Google comes to the rescue. Remember Google's 1 GB fiber optic experimental broadband project? Well, it could pave the way for an iPad version of Starcraft 3. Of course, that'll take 20 years or more to become nationwide (but given Blizzard's pace, I think it's fairly reasonable.
 
1Gb or 1Mb. Latency is the issue.

EDIT: But in 20 years time, they'll probably have that sorted! :D (hopefully)
