The massive difference in South African fibre prices

Different FTTH providers charge different wholesale rates to ISPs, who in turn pass these costs onto consumers.

Unfortunately no one but Openserve has any interest in rolling out fibre in PE. MTN has done a lot of work, but as far as I'm aware no one in PE has been able to get MTN fibre and their network performance leaves much to be desired in other cities.

I'm just grateful that someone brought fibre to my address. 100Mbps is great, even if I'm overpaying for it.
