Wii U is "changing constantly"

Am I the only one who finds this news disturbing?
How long does it take to manufacture and test machines once specification have eventually been decided on?
 
Is this a good or bad thing? While I like the idea that the specs might not be set in stone just yet and that certain components might be bumped up a notch or two, what are the negative effects? Will it take longer to release? That would be fine as long as the Wii U is a beast. :)
