Download speeds are irrelevant if you are shaped. I just had an interesting backward and forward email session with AFRIHOST client services and I got some straight answers eventually. At home we have 20meg line, usage 600gig/month approximation. Pattern. Netflix HD 2 users, You tube tweeny HD, Gaming, teenager. International Sport and Documentary downloads.

Q: (YES or NO) DOES THIS MEAN I WILL NEVER BE ABLE TO
DOWNLOAD AT MY 20MPS RATE DURING THE DAY AGAIN???
A: No, You will be able to download at your 20Mbps rate during the day when
    there is enough bandwidth available.

Q: Does this mean you have not had enough bandwidth for the past 90days during the day?
A: You are correct we have not had enough bandwidth for the past 90days during the day.

Q:What are you going to do about it because you are ruining my “Pure Internet Joy”?
A:We are going to suggest that you switch to Capped or Business DSL because they are unshaped. If you can not do so you can take advantage of the “Turbocharge” in the client zone to remove the shaping policy on your account for 300 Minutes per month so you experience “Pure internet joy”.

So my options are PAY for Business at R500 more per month or Pay more per Gig for Capped. In other words PAY MORE!

Why have AFRIHOST not realised they need to buy more data from historical usage patterns. Oh I will answer that one, Because they know they can just shape us when they want to.
