Let’s say they focus on stabilizing 4/8/10mbps connections and it takes them 3 years to do so. By 2015 we’ll have stable connections, but in relative terms we’ll complain about them being too slow.
I’m glad Telkom is focusing on long term goals, without having to reshape their infrastructure each time they want to bump up the speed range.
