Bioware has elaborated on the method and options for importing save files from previous Dragon Age games into Dragon Age: Inquisition.
Using a new base called the Dragon Age Keep, players can carry over their Dragon Age: Origins and Dragon Age II save games, which will create a custom Dragon Age historical world state.
“Within the Keep, you’ll be able to customize as much or as little about the world of Thedas as you wish. Then you’ll be able to import your saved world state into DAI at the start of a new game. Have you lost or corrupted your save files? No problem — remake your world state on the Keep, and preserve it for the future.”
Bioware also explained that dealing with new consoles and hardware requires a more universal and long-term solution for save importation.
We realized that in order to make this work, we’d have to look into a cloud-based solution. Moving to the cloud allows players to take their unique world state into any platform (present or future) and even other media. For existing fans, an advantage of being in the cloud is that (if you are ok with spoilers) you can fully explore what-if scenarios, and become aware of events and consequences in our past games that you may not have known were possible. You can then fire up the previous games and go exploring for those moments.
Players can sign up to the Dragon Age Keep beta on the official Dragon Age Keep site. The Dragon Age Keep is scheduled for public launch in 2014.
Dragon Age: Inquisition will be released for PlayStation 4, Xbox One, Xbox 360, PlayStation 3, and PC in 2014.

Seconded! I lost my old saves at some point… Since then I’ve tried repeatedly to play through the games… I just can’t. I’ve already played them to death.
There’s a simple save-game editor out there already but it’s not… “ideal.”
