Throwing free games in with the purchase of a graphics card is a pretty common tactic, particularly with the higher echelon of cards.
A GTX 980 Ti, for example, is a hugely expensive purchase, to the tune of R11,000 plus, and the little extras (like free games) makes those prices more palatable.
It’s why NVIDIA bundled Rise of the Tomb Raider in previously, and why, according to VideoCardz, they’re bundling Tom Clancy’s The Division in now.

The cards to be included are the GTX 970, GTX 970M, GTX 980, GTX 980M, GTX 980 Ti and, we’re willing to be, the GTX Titan X, GTX 980MX and GTX 970MX.
As has always been the case, not all retailers will go along with the promotion, so be sure to check before making any purchase.
