    This was purely done to curb their primary market from buying codes in 3rd world countries at a steal price via VPN. The prices were hiked in Mexico and South American countries as well. They aim to either,
    a) make the price in $ the cheapest, or
    b) make all market pricing (other than Russia) dollar equivalent.

    It is clear they went with option a) as the dollar price is now CHEAPER than the Rand price.
