Dude, I was just home, all the bins are like that in our neighbourhood - I blame the wind tho, since the guys we have are awesome and normally leave it upright. They even ring the bell if we forgot to put a bin out.

Difference is, I heard the fella push the bin from down the road, I assume it was to not have the truck drive away. The driver ought to be more patient if that's the case.

Must be different from driver to driver, like I said ours are amazing. They are friendly, even bring the bin in for me if I get home when they collect it.
