Thought the game would be bigger than that. I still can't decide if I should get it or not.

It's probably compressed a fair amount. I hope. There's also the possibility that Bethesda is withholding a part so that the game doesn't get leaked if someone breaks the encryption. The physical disks don't have the full game on them.
