9. Bowser (Super Mario Bros. series)
You'd probably expect Bowser to be higher in this list, but the truth of the matter is that he's like Keanu Reeves-an uncharismatic lump who lucked into major roles in a number of very important titles. This giant turtle, who employs mushrooms and turtles in his quest to kidnap Princess Peach, bungles things so often that he admires the batting average of Dr. Claw.

Sephiroth would get my vote for best bad guy ever, One Winged Angel!
Psycho Mantis is one of the most Legendary boss fights in gaming history, love the part in MGS4 where he made that appearance classic Kojima :D
 
I guess Shodan from System Shock. Shodan is always up there in the Villian rankings. Gonna read the article now. Do we get a prize?

Maybe it's Diablo because it originates from Diabolical :)

What? Donkey Kong? Donkey Kong?!

Oh Please...I played Donkey Kong at the arcades and the old Nintendo Game and Watch handheld. He doesn't fit my idea of "Diabolical Villain" at all. Henchman's intimidating goon perhaps, but hardly an end of game boss. Methinks games have done some growing up.
 
I was a bit upset finding Donkey Kong at number one. They even say that Donkey Kong is now good. Hardly what I call diabolical, maybe just misguided.
