IMPORTANT NOTE!!!:

THAT is a single card wishlist, at R10,841.
The card is R3,701 each.
So add that to the price for a dual 6970 setup.
ie: = R14,542.
Note the PSU is upgraded to an 850W, which should suit the system well, at maximum stress with 101W left for deterioration.
Doesnt leave much room for extra HD or SSD later on.
There also arent that many PSU's available with 4x PCI-E (6/8-pin) plugs.
If you wanna do that (expand later) you would HAVE TO go 1000W PSU, and those push it out of the R15k budget.
Also note the increase to 8GB of RAM to help distribute some of that performance from Dual-GPU better.
This does pose another problem, as you will HAVE TO switch to 64-bit windows, or all that memory is completely WASTED.
Anyway... hope this helps ya on your decisions.
The other way to go is Single card, AMD X6 1090T, SSD, etc.
Its a carp mobo and cpu and the ram is average at best.
Working on a budget sometimes means you can't have the best of the best every time.
The CPU is fine. Black edition. Will outperform the lower-end X6's.
Memory is fine.
Not the best brand, nor the best for overclocking, but again - on budget and no need to overclock was mentioned.
The motherboard is fine.
Enough slots and features to hold the build.
Again, working with budget constraints does mean making sacrifices from time to time.
So, when you're done being a douchy Intel fanboy - recommending faulty chipset boards (sandy bridge) - lets talk again.
I would also rather go for the 965 BE.

Cool, GTX 560 x2 performs better than 6970 x2 (From what I read, so I'll go for that). I also have a be bought copy of Win7 Ultimate so its no added cost.
Wouldn't a 2nd gen i7 be better than a first gen though?

Summing all that up in short:
Standing alone, the 6900's lack in performance, compared to the Geforce's.
In SLI, the 6900's kick ass every which way you can have an ass kicked.
BUT:
The 6900's are significantly more expensive than the equal GeForce's, and especially in SLi, not everyone would find the extra cost worth it.

6900's suck standing alone.
6900's beat everything else by miles in SLi.

Yes and no.
Yes: The performance from 2x 6970 will be better.
No: The price-point to attaining that performance might be too high.
It depends on what you're aiming for tbh.
To put it in another way:
2x 6970 = less money for other parts. (as you might see from my posted builds, some parts are not that awesome)
2x 580's = more money for other parts. (which could see a more consistent performance build overall in your PC)
So in the one setup, you are amping GPU performance at the possible cost of other areas of performance.
In the other setup, you are sacrificing GPU performance for a more rounded performance profile.
Working on a budget always contains such decisions. They're tough, and I know exactly how you feel.
Had to sit and make this exact same decision about 24 hours ago...
IMPORTANT NOTE!
When I talk about the performance GAIN and LOSS between 2x THIS or 2x THAT, you have to realize that the REAL WORLD GAP between the two setups will be around 5% this way or that AT MOST.
So basically, you just need to decide which profile suits you better.

Also to note, that I don't know how long the special for those 6970's will last on Take2.
That special is the ONLY REASON that I could even make that build happen at that price at all...
