IS has a local sever, but steam still needs INTL for authentication and such

There are a few ways of letting it do that. There is also a few local servers, webafrica, IS and wage local servers.
Check out mybroadband for the app to let you run local and international bandwidth at the same time.

You need two ISP's, one for local and one for international.
