Somehow I managed to screw up my keyboard's settings. I cannot use special characters anymore.

When I press ALT + 1 + 3 + 6, I get ˆ

Is there a way to reset your keyboard just incase something changed a setting?

Remove keyboard from device manager and then let it reinstall it by scanning for hardware changes

Or if you go control panel > Regional and Language Settings > Keyboard tab then remove keyboard US and reload it back

By using the keypad or the other set of numbers ?

I was thinking in the lines of a laptop. quite sure that you had to fn before using the "keypad" on it. o well.... :o

I think all laptops now come with a built in numpad which doesn't require FN, mine does it without using FN on my Acer. :)

Ah! Nevermind, I just had to change my system locale back to English (South Africa). Tried to play a korean game a few days ago but you have to "look" like a korean computer to launch the game.
