My reason is that I know that this forum uses vBulletin software, and I've had a look around and haven't found anything like that. So where is it?

You have to request one from one of the forum Mods.

Isengard is correct, by default VB should have the poll feature, and only mods can select and create polls.

I was looking around for the poll feature myself the other day. Typed up a loooong post then was like "Oh..." Haha. I can't even remember what I wanted opinions on anyway, though.
