Has to, its where u get it, there is nowhere else. Have u tried all dialog options.

It tends to be bugged sometimes,i can't even buy a house in Markarth because the option isn't available.i helped all the people for the Jarl and i hunted down a crap load of Deer head bandit people.

Tried that. I think its just a bug. The house will have to stand empty
One in Wind Helm is much better anyways.

yeah you talk to a priestess. She tells you the story and you get a quest.
