Judging by the 'net' it looks like some sort of head wear, like a veil. Why it has tentacles and is displayed within a large and empty snow globe puzzles me though...

mmm, this is quite the "weird one"

I will go with a combination of something that Marilyn Manson wore in one of his Music Videos and then tried on my Bob Marley which is why it is being treated as a contamination.
 
It's some kind of weird sea creature and the net that it was caught in, covered in the blood of his victims.

This piece is called Kennedy02, an artwork by Parisian artist and designer Lorenzo Nanni. He combines embroidery, beadwork and needle felting to create organic forms ranging from intricate arterial systems to octopi. Some are wearable prostheses, some are simply art, and some form the world of Naiade, a film for which Nanni did much of the costume and set design.

Looks like a piece of "rooi-aas", covered in moss or some kind of growth or weed... growing in the water.
