PSU, Case, Mobo and CPU, R4000 budget

(I posted a similar thread yesterday from my phone but I can't find it anywhere so I'm assuming it didn't go through)

OK so here's the story, once upon a time my power supply started leaking some kind of sticky liquid. Said liquid then dripped down onto the PSU fan and got spattered against my mobo and GPU. The end... for my computer that is, after a whole lot of issues and my not noticing the spatter my gpu and motherboard both gave out. At first I thought it was only my gpu so I replaced my GTX 560 Ti with an AMD HD 7850. After installing it all my fans gave half a spin then stopped(which as far as I know indicates an issue with you PSU). I tried using a different PSU when I took the psu out its bottom fan vent/grill was sticky and wet. Upon further inspection I found the aforementioned spatter against the motherboard and rest of the case. Regardless though a new PSU didn't solve my problem.

So now I need a new Mobo and a new PSU(The only source of the liquid I can think of is a leaking capacitor, and as far as I know it's not a good idea to keep something that is leaking a sticky liquid inside your PC). In addition I need a new CPU as well, since I have an old Lga 1156 mobo and cpu. Also I want to get a case with a bottom placed PSU design so that this sort of thing never happens again and the old case's front grill is almost completely rusted over.(I used to live on the beach)

I know that you guys will probably suggest something different but I here's what I was thinking of:

Total: R4082

I would also like to know wether you think that power supply would be able to run all my components other than what's listed up there I would be running two hard drives and a HD 7850.

From AMD's website:
...PCI Express® based PC is required with one X16 lane graphics slot available on the motherboard
500W (or greater) power supply with one 75W 6-pin PCI Express power connector recommended
600W power supply (or greater) with two 75W 6-pin PCI Express power connectors recommended for AMD CrossFireâ„¢ technology.

A good 500W would be more than enough.
 
Yeah I would also advise going for a different board than an Intel one, Intel are generally overpriced. I bought my board just as the SATA problems were sorted and ended up paying nearly a grand for a board that the other manufacturers would have charged one or two hundred less for.

Better board, better PSU and a chassis that's much easier to work with and includes USB 3.0 ports for the front panel.

Ok well, I understand the chassis, but what specifically makes that a better PSU(Is corsair better than cooler master?) and why is that a better motherboard? Also it only has two RAM slots and I have three sticks of RAM(two sticks of 2GB and one of 4GB).

But you didn't have a CM PSU though either o_0

Just Joker a PM also and see what he says, he is a wizard with PCs

Oh of course right, earlier I had was going for a cooler master PSU, but decided not to. Anyway I think I will pm joker ,I see he has quite the presence on the hardware forum.
