u need and enb mod (best one used is icenhancer) which modifies the graphical effects of the game and you can download the cars and city mods from sites like gtainside.com (i use that one as i consider it the best and most active with mods)

Higher res textures will always impact your fps. The article claims the photos are taken from 4k resolutions; I doubt the game is even playable at that setting with even the best consumer hardware available.

I've recently gone back to GTA4 on Xbox and golly gosh the game looks so muddy and crap. Thinking of downloading the PC version now and kicking in some mods
