IIRC, he said he can exclude an entire subforum only, but he doesn't want to exclude Off Topic because it is an important part of forum.

I suppose one possible solution is to include the TK in it's own dedicated sub-forum, but the downside to that is cluttering up the forum structure.

There's that and once you exclude one thread, it is inevitable that others will follow.
