Unfortunately I don't think this is an April Fools joke...they did say earlier this year that they will announce the tax on 1 April.

They announced the VAT on digital goods months ago, I remember being furious over it. I still wondered how they were going to implement it whether steam would hike local prices 14%(which is weird since you pay in dollars) or if we'd have to submit recites for out digital purchases during the tax period.

The customs thing I don't buy just yet, I mean they might as well start charging me customs on my international email with attachments then. That seems utterly ridiculous and would make things damn expensive.

I checked the treasury website and I didn't see any new information on the VAT and customs that is described here. Admittedly, I only skimmed over it, but surely it would have mentioned this somewhere if it were true. Here's the link so you guys can check too:

I think most of us are aware of the impending 14% VAT inclusion on digital products. The issue here is whether the customs tax on top of the VAT is real or not.
