Origin - Why can't I pay with my credit card or with paypal?

I'm trying to buy Battlefield 4 - Naval Strike. We already own the base game. But Origin won't allow me to use my credit card. When I enter the details it just says "cannot verify this credit card". It doesn't even offer me the option of using paypal (even though I have it stored in my settings and have used it before). I also tried with another credit card. Same result. "we cannot verify this credit card". I spoke to an Origin rep and he told me to clear my cache by deleting the three Origin folders and rebooting. I did that, but same result.

Does Electronic Arts not want us to buy stuff from them?

The client can be a bit troublesome at times, I had trouble a while back getting the store page to load in Origin. Eventually I got it to work. You can perhaps try logging onto the www.origin.com website and perhaps try from there.
 
So far I have tried multiple different credit cards, I've tried it on the website and through the client. Ive also tried it on a whole new computer. Nothing. It just won't let me buy the game.
It shows the game as available to South Africa for R119.99 .... but there is no way to actually buy it.
 
Hmmm, it really does sound like EA doesn't want South Africans buying from their store.

I duplicated your purchase and I'm getting the same issues: Paypal doesn't show up as a payment option and while it recognizes the CC number as being Visa, the site can't verify it.
I've also tried buying some other, random games but I get the same problem so it's not a Battlefield issue.
In August, last year, I managed to buy Mass Effect 3 and NFS: Hot Pursuit with the same CC so I'm pretty sure Origin is screwed. I'll try again this afternoon with my FNB card and report my findings.
