Yeah not fantastic. In their defence though - open world allows for more scenarios than the devs can realistically cover so the more "open" it is the more gaps there will be.
I also don't see much of that getting fixed tbh. Not without a significant dev effort.
I completely understand and agree with what you are saying here, and this is actually a fun game, right, BUT- there are certain things that they could have learnt from other open world game devs, so here goes: (and this is all pertaining to the above video)
-Please put in at LEAST one melee attack that you can use at will without it being situational, I mean come on man.
-A train that stops dead as soon as you cross its patch? Dafuq is that all about?
-Getting in the back of a truck makes the driver stop his vehicle until you get out. Why? It could have made it so much more fun gameplay-wise if you are chilling in the back of some oke's truck, shooting at people

-Ragdolls that are duller than their AC games, what the hell dude?
-Invisible barriers? Really?
-Very, very basic vehicle damage models and floaty driving (cars that have a built in acceleration as you are turning without accelerating)
-Absolutely no resistance from the police, apart from a single (unkillable) chopper and a couple of squad cars that don't do jackshit.
-Not being able to shoot out of a vehicle.
I mean, these are basic gameplay elements that should have not been overlooked. It really isn't rocket science to realize that these things are missing from gameplay as it's something each and every player would have loved to be included in the game.
So based on scenarios, it's not unusual for games like this to have weird things happen. That's fine, but basic elements of gameplay missing cannot be excused by the wide range of scenarios players are capable of producing. It's an entire different discussion. This has to do with just plainly omitting certain elements because of the lack of experience in making these types of open world games, or just not realizing it would add sooo much more depth to the game.
