The closest thing I've ever seen to this is stuff used for braiding and knitting, but there are too many pins in this thing. It has a wooden "grip" so it's obviously meant to take some rough handling over time. There are too many pins, which makes it difficult to pierce something, so the closest I can guess is some form of early/traditional acupuncture device?

However, at the base of the pins, there are little indentations, indicating that this device could possibly have a twin or other interlocking counterpart. In that event, it could well be some form of Victorian penis torture since they're the only people crazy enough to come up with these things.

It's a Victorian era device for starting conversations (aka Ye Olde Conversation Starterâ„¢). Young woman of that era would leave Ye Olde Conversation Starterâ„¢ out on a side table whenever young men made known that they would come around to woo them. Sometimes the young men would be slow to converse, preferring to fixate on the young lady's bosoms. She would then, in a traditional manner, take hold of Ye Olde Conversation Starterâ„¢ and chant the following: "Converse or I shall deliver Ye Olde Conversation Starterâ„¢ deep into thine backside. And mine eyes be up here, perv."
Invariably the young man would then make eye contact and start a charming (if somewhat strained) conversation.

Let's save some people some time and effort:

It is actually a tea-cake pricker. It would be used to punch holes in tea-cakes. Obviously, there would be less rust on the nails when it was in it’s prime but it’s still a smart, cheap and effective method. To add to it’s practicality, you can even use it on your biccies!
 
It is not an object at all. This is what photo-realistic paintings looked like circa 1920 when the actual photos still looked like that. The above is a lesser known work of the photo-realistic surreal Dutch artist Stefan Groothammer entitled "Gehaakte condoom op een Coke fles, 1921" (Crocheted condom on a Coke bottle, 1921) and is currently exhibited in a broom closet in the Louvre.
